This Napoleonic profile of this large cameo tells us that it is most likely from France during Louis-Napoléon Bonaparte's "Ten-Year Presidency." A middle-class lady on the Grand Tour might have brought this home to treasure, especially since the Port at Dover had been made a deep-water berth in 1850 that allowed for efficient scheduling and lower transportation costs across the Atlantic.
